Set up constitutional reforms implementation committee – CPCR urges President
The Citizens Platform on Constitutional Reform (CPCR) has called on the President to urgently establish a Constitutional Review Implementation Committee (CRIC) to drive the next phase of Ghana’s constitutional reform process.
The coalition, made up of about 80 civil society, professional and academic organisations, warned that the country risks missing another critical opportunity if implementation delays persist, as seen in previous reform attempts in 2011–2012 and 2019.
Call for implementation-focused body
Addressing a press conference in Accra, CPCR Chairperson Akosua Darkwah said the proposed committee must focus strictly on implementing recommendations from the Constitution Review Committee (CRC), rather than reopening already settled debates.
She emphasised that the CRIC should include representatives from civil society, academia, professional bodies and political groups to ensure transparency and inclusiveness.
Demand for clear roadmap
The coalition also urged government to publish a clear timeline outlining how the reform process will be implemented, including consultation stages, legislative procedures and any referendums required to amend provisions of the 1992 Constitution of Ghana.
It further stressed that any government position paper on the CRC report must accurately reflect the committee’s findings without distortion.
Push for transparency and public participation
The CPCR called for the immediate publication of the full CRC report to allow citizens to engage meaningfully in the reform process.
According to the group, public access to the report is essential for informed debate and accountability.
“Citizens must have the opportunity to independently examine the committee’s proposals,” Akosua Darkwah stated.
Warning against past setbacks
The coalition cautioned against repeating mistakes that stalled earlier reform efforts, referencing the post-Constitution Review Commission (Fiadjoe Commission) process in 2011, where delays and policy handling weakened momentum.
It stressed that swift action is needed, especially with limited time before the 2026–2027 election cycle.
Need for strong leadership
The CPCR underscored the importance of political will and sustained public engagement to ensure the success of the reform agenda.
It noted that completing the current constitutional review process would mark a historic milestone and a lasting legacy for the sitting President.
The coalition said clear direction and transparency from government would be key to maintaining public trust and advancing democratic governance in Ghana.
