CLOGSAG insists nationwide strike will continue despite mediation efforts

The Civil and Local Government Staff Association of Ghana (CLOGSAG) has announced that its nationwide strike will continue despite mediation attempts aimed at resolving the ongoing dispute over the implementation of a separate salary structure for its members.

The association said the decision was taken after its National Executive Council reviewed developments surrounding the industrial action, which began on March 9, 2026.

Union leadership maintains strike

Addressing a press conference in Accra, the Executive Secretary of Civil and Local Government Staff Association of Ghana, Isaac Bampoe Addo, said the union had carefully evaluated recent interventions before deciding to maintain the strike.

“The National Executive Council of CLOGSAG reviewed all interventions that had been made in relation to the strike action embarked on by CLOGSAG from March 9. After deliberations, it was unanimously decided that the strike action should continue unabated,” he stated.

Dispute with National Labour Commission

The decision follows a meeting convened by the National Labour Commission (NLC) on March 11 to address the dispute between the union and the government.

However, representatives of Civil and Local Government Staff Association of Ghana did not attend the meeting, which the association said was due to the absence of formal communication notifying them of the engagement.

Mr Isaac Bampoe Addo criticised the handling of the meeting, arguing that decisions should not have been taken without the presence of all parties involved.

“You invite us to a meeting, and one party is not around and then you go ahead and make decisions. That is not natural justice,” he said.

Talks rescheduled

The National Labour Commission has since rescheduled the meeting to March 18 in an effort to resume dialogue and resolve the impasse.

CLOGSAG officials, however, say they are still awaiting formal written communication from the government regarding previous discussions held earlier in the week.

“We have requested government that all the discussions we have had should be put into writing. We are yet to receive that,” Mr Isaac Bampoe Addo added.

Demand for separate salary structure

The association has been demanding the full implementation of a memorandum of understanding that provides a distinct salary structure for its members within the civil and local government services.

Mr Bampoe Addo said aspects of the arrangement had already been implemented in some institutions, including the Ministry of Finance, where some staff are reportedly benefiting from the structure.

“If we are all civil servants and some are enjoying the structure while others are not, should we not complain?” he asked.

Welfare and pension concerns

CLOGSAG leaders say the strike action is necessary to protect the welfare of their members, noting that salary structures directly affect retirement benefits and pension entitlements.

For now, members of the Civil and Local Government Staff Association of Ghana are expected to remain off duty across Ghana until the government addresses their concerns.
