Government establishes GH₵1bn fund to rebuild and stabilise Bawku
The government has announced the establishment of a GH₵1 billion Bawku Revitalisation Fund aimed at restoring security, rebuilding critical infrastructure and reigniting economic activity in the conflict-hit municipality.
In a statement released by the Presidency on Wednesday, December 17, 2025, the government acknowledged that years of violence and instability in Bawku and nearby communities have resulted in severe human suffering, economic decline and social disruption.
According to the statement, the persistent insecurity has eroded livelihoods, weakened social cohesion and stalled development, while also discouraging both public and private investment in the area.
To reverse these trends, President John Dramani Mahama has directed the Minister for Finance to set up the GH₵1 billion fund, which will be implemented over a three-year period from 2026 to 2028.
The fund will prioritise the reconstruction and expansion of essential infrastructure, including roads, schools, health facilities, dams and irrigation systems to support year-round agricultural production. It will also finance the construction of security installations as well as economic and commercial facilities to stimulate local enterprise.
Government says the initiative is designed to restore Bawku’s historic role as a major commercial and trading hub in northern Ghana.
Oversight of the fund will be handled by a high-level committee chaired by the Minister for Finance and Acting Minister for Defence, Cassiel Ato Baah Forson. Other members include the Upper East Regional Minister, Donaltus Akamuguri, and the Majority Leader and Leader of Government Business, Mahama Ayariga, who is also the Member of Parliament for Bawku Central and will represent MPs from the affected areas.
The government has called on traditional leaders, political actors, youth groups, civil society organisations, religious bodies, development partners and residents to support ongoing peace-building and reconciliation efforts.
Echoing the position of the Asantehene, Otumfuo Osei Tutu II, the Presidency stressed that the mediation process produces no victors or losers, and urged all parties to accept and respect the findings and recommendations of the peace committee in the interest of national unity and stability.
The statement concluded by expressing appreciation to Otumfuo Osei Tutu II, the Nayiri Naa Bohagu Abdulai Mahama Sheriga II, the Bawku Naba Naba Asigri Abugrago Azoka II, and all stakeholders whose cooperation helped bring the mediation process to a successful conclusion.
